No illiterate MPs, MLAs please

Has this minister lost her mental balance? At least she should be aware why public sector organisations are about to close down (because of quota, corruption, bad management and above political involvement)? I think we should do some changes in our law so that only a highly qualified person can stand for MP's or MLA's post. So these illiterate persons will be barred from entering such an admired place like Parliament and not take nonsensical decisions.
