No libraries or play grounds, schools shut eyes to CBSE norms

As per the guidelines of the board, each school should have about two acres of land and the building should be constructed on a part of the land and there should be proper playgrounds on the remaining land.
Norms further state that schools should create outdoor facilities for a 200 metre track and there should be adequate land for Kabaddi and Kho-Kho and the school should also have facilities to play volleyball.
According to a recent survey conducted for the District Information System for Education (DISE) for session 2014-15, 14 government schools do not have playgrounds for the students. DISE was developed by the Delhi-based National University for Education, Planning and Administration as a monitoring tool for the Sarva Shiksha Abhiyan, which is a flagship programme of the government. All district elementary education plans under SSA are based on the data generated through DISE annually.
Schools which do not have play grounds include Adarsh Public School, Sector 20, Institute for the Blind-26,GHS Colony Number 4, GMS Makhanmajra, GHS Mauli Colony, GPS Manimajra-II, GPS Railway Colny, GMS Pocket number 6 Manimajra, GMHS Khudda Jassu, GMS Kishangarh, GPS number 1 Manimajra, Madrassa, Vedic Girl's School Manimajra and GPS- Buterla.
Board norms state that there should not be more than 40 students in a class room but as per the DISE report, average figure of students in a class is above 50 in the periphery schools of the city.
CBSE norms also state that there should be a proper library facility in each school and at least 1,500 books in the beginning.
Though only one school in the city does not have a library but four schools do not have books in the libraries as per the DISE report.
Report also states that out of total 197 schools in the city, only 66 schools have toilets for children with special needs and only 108 schools have ramps and two schools do not have a medical check up facility, whereas the board has made it clear in its norms that there should be proper infrastructure facilities for CWSN including toilets and ramps.
CBSE regional officer RJ Khanderao when asked to comment on the issue could not clear the stand of the board on the violations in the schools, but stated that notices are issued from time to time to the concerned departments regarding violations.
