Himachal: HPERC increases electricity tariff by 22 paise per unit for all consumers

The tariff for Himachal Pradesh State Electricity Board Limited (HPSEBL) has been issued after determining the true-up of uncontrollable parameters for the financial year 2021-22 and aggregate revenue requirement (ARR) of the HPSEBL, said chairman, HPERC, DK Sharma.

The tariff for Himachal Pradesh State Electricity Board Limited (HPSEBL) has been issued after determining the true-up of uncontrollable parameters for the financial year 2021-22 and aggregate revenue requirement (ARR) of the HPSEBL, said chairman, HPERC, DK Sharma.

The commission has estimated the annual revenue requirement (ARR) of 6,595 crore of the HPSEBL for FY 2023-24 after Truing up for uncontrollable parameters for the financial year 2021-22. The average cost of supply for HPSEBL after truing up has been estimated to be 5.82 per unit, he added.

Energy charges prevailing at present shall increase by a nominal rate of 22 paise per unit for all categories of consumers except electrical vehicle charging stations for which it has been increased by 12 paise per unit. The overall electricity tariff increase in terms of the percentage is less than 4% only for FY 2023-24.

In view of the implementation of smart prepaid meters across various consumer categories, the commission has approved a 3% rebate on energy charges for consumers availing of prepaid metering facilities, said Sharma.

He said that the HPERC has worked out an impact of approximately 1.20 to 1.30 per unit on the consumers tariff on account of the imposition of water cess on hydrogeneration by the state government.

The state government has decided in principle to provide subsidies and to neutralise the impact of water cess on HPSEBL consumers in the state. Therefore, there shall not be any increase in electricity rates to the consumers of the state on account of HP water cess for FY 2023-24, added Sharma.

The state assembly passed the Himachal Water Cess on Hydropower Generation on March 16 during the ongoing budget session.

If implemented, the state government would generate 4,000 crore revenue annually from 172 hydropower projects in the state.

Meanwhile, Sharma said that the rebate on energy charges given to new industries and those industries doing substantial expansion has helped in the growth of energy sales as well as the economy of the state. Therefore, the commission has decided to continue with the rebate of 15% being provided presently to these industrial consumers for FY 2023-24 as well.
