As the opposition Congress objected to his conduct, Raj Bhavan clarified that Koshyari was told by the police officials that it was not necessary to remove footwear and it would be mischievous to say that he insulted the martyrs.

Governor, chief minister Eknath Shinde and deputy chief minister Devendra Fadnavis paid floral tributes to the martyrs who laid down their lives while fighting terrorists who had attacked the metropolis on this day 14 years ago on November 26, 2008.

Koshyari, who was the first to pay the floral tribute at the police memorial at the Mumbai police commissioner’s office, did not remove his black footwear. While the chief minister and deputy chief minister paid their tribute only after removing their shoes.

Maharashtra Congress general secretary Sachin Sawant raised an objection over Koshyari’s conduct. “It is the country’s culture and at least of Maharashtra to remove the footwear while paying the tribute. After repeatedly disrespecting the culture and ideals of Maharashtra, the Governor is now disrespecting the martyrs. It would have been better if the chief minister had reminded him about the culture of Maharashtra,” said Sawant.

“Just before the Governor proceeded to lay a wreath at the memorial at CP office in Mumbai earlier today, a senior police official told the Governor that it is not necessary to remove the sandals or shoes at such a place... It is therefore mischievous and malicious to state that the Governor insulted the police martyrs by laying the wreath with sandals on,” states a clarification issued by Raj Bhavan.

It also said that removing footwear to pay tribute to the martyrs is not a practice even at the National War Memorial, where the Governor paid a visit recently. “Even the chief secretary (Manukumar Srivastava) and other officials can be seen wearing their shoes while placing wreaths at the memorial,” adds the clarification.
