The final draw for Northern Peripheral Road (NPR) oustees was held at Gymkhana Club in Gurgaon on Monday amid protest and boycott by a large group of oustees from New Palam Vihar who threatened to move court.

Unfazed by the protest, the Haryana Urban Development Authority (Huda) carried on with the draw. The authority also fixed March 2017 as the final deadline for making an 18-km stretch of the Dwarka Expressway operational.

During the draw, a group of protesters entered the club in Sector 29 and created a ruckus. Police had to be called in to control them. The draw was then held in the presence of policemen.

Huda administrator Yashpal Yadav warned the protesters that cases will be registered against those who took law into their hands and interrupted the draw.

Over 77 applicants were allotted alternative plots in lieu of their land and houses in sectors 110A and 37C. But around 250 oustees from New Palam Vihar, who own vacant plots and (according to Huda) cannot be allotted free alternative plots, boycotted the draw.

“We will move the high court to challenge the three draws which have been held against the spirit of the ‘final terms of settlement’ agreed upon in May 2015 on the directions of the Punjab and Haryana high court,” said Rishee Raj Rana, a protester.

Huda officials however maintained that they are offering relief as per the ‘final terms of settlement’.

“Only those oustees who have built-up area on their plots can be given free plots. Others are eligible for compensation. We are now going to acquire land and ensure that road becomes motorable by March 2017,” said Yashpal Yadav.
