Bidders told to improve IDPs

The Airports Authority of India (AAI) has asked both the bidders to upgrade their initial development plans (IDPs) as their existing proposal would not help in creating the world class infrastructure.

In an internal note written by the key infrastructure department group (KIDG), to the Ministry of Civil Aviation and to the chairman of AAI, it has been pointed out that there was a need for improvement of IDPs submitted by both the parties, along with their offers.

The KIDG, in its note dated March 14, has apprehended that the selection of these two parties would not help in building world class airports. “This again goes to show that with the selection of these two parties, Government of India has not been able to achieve its end objectives, i.e., creation of world class infrastructure at the two airports,” the note says. The KIDG, a department within AAI, is monitoring the development of Delhi and Mumbai airports and interacting with both the bidders on behalf of the AAI.

In fact, global technical advisors – AirPlan — to the AAI has pointed out that IDPs submitted by both the bidders need to be upgraded. AAI, in turn, had shared the suggestion of AirPlan to both the bidders.

It is learnt that both the parties, while agreed to submit the revised IDPs, have expressed their apprehension as disclosure of such fact at this point in time might impact the outcome of the court case.

The notes also state that, “in order to ensure that these facts are nor made public/known to the court, the consideration is still for annexing the IDPs as submitted by the parties to the operation maintenance & development agreement (OMDA).”

However, the KIDG has assured the Ministry of Civil Aviation that final agreement with both the bidders – GVK and GMR — would be signed by the end of this week.

“It is relevant for you to note that the two joint venture companies have since been incorporated and action for finalisation of memorandum & article of association are taken up on priority.

“Once this is completed, it is proposed that the OMDA, shareholders agreement and other agreements will be signed sometime around March 23 and March 24.”
