The ladies in the list apparently don't have voting right as they are yet to attend a single annual general meeting (AGM) till date.

With this revelation, the opposition faction led by STF DIG Pravin Singh and former Ranji player Manoj Yadav is now in the process of lodging a formal complaint with the state Inspector General (Registration-Cooperative Societies) seeking holding of the cricket body poll under an independent neutral agency like deputy commissioner (DC).
“The list was issued late Monday night and we got hold of the same this morning. We're shocked to find about 50 ladies in the list who have not attended a single AGM during last two years. As per JSCA by-laws, members get the voting right only attending at least two AGMs. This is not just violation of by-laws but a clear evidence of the malafide intentions of the ruling faction to rig the polling,” Manoj Yadav told Hindustan Times, quoting his complaint to the electoral officer (EO) on Tuesaday.
Yadav further said the list though did have the names and addresses of the members but it didn't have their phone numbers or photos. “The practice has been to mention the contact number as well as photos so as to verify the authenticity of the identity of the members. We're writing to the IG (Registration, Cooperative Societies) highlighting the anomalies and requesting to hold the election under a neutral agency,” added Yadav.
JSCA EO Amarendra Kumar Singh told HT that he had no power to act on the bundle of complaints filed by president post contestant Pravin Singh and others. “The power to call AGM, pre-pone or to postpone it lies with the president. Hence, the members would be better advised to direct their grievances to Amitabh Chowdhary and not me.
The EO, whose very appointment is under question, further said that he had released the voter list last night as per demands by the members and contestants and the final list of contestants would be out by 8 pm today. “Mu job is to hold the election and I am doing exactly that,” said Singh, when asked if his duty was also not to ensure a free and fair election and compliance of constitutional provisions.
