Dr Chinmoy Kumar Ghosh, head of the student service centre at IGNOU, who was in the city on Sunday on a promotional tour for community colleges said this system endeavours to create skilled manpower and to supply quality personnel to business organizations, industries and government against market demands.
Historically the concept of community colleges developed in the early 20th century in the United States. A community college traditionally offers certificates, diplomas, associate degrees in several courses.
Addressing a press conference at the UP Press Club Dr Ghosh said that community colleges are need based institutions for and by the people where courses are selected upon the basis of the regional need and skill available.
The concept might be new to this part of the country but it is quite common in south and other parts of the country. "Community college programmes offer one approach towards standardizing curricula for new types of work which are likely to emerge in the changing times. Such colleges usually offer two year programe that leads to an associate degree," he said.
The IGNOU scheme of community college he said was launched on July 4, 2009 and within an year of its operation 424 colleges have been registered under this scheme.
In Lucknow the JMVS Community College offers numerous certificate, associate degree and diploma courses, said the chairperson of JMVS College, AK Srivastava.
