Despite repeated warnings, Punjab babus reluctant to file property details

Though the Centre has taken a serious note of IAS officers who have not submitted details of their property, several babus from Punjab are yet to file their immovable property returns (IPRs) for the year 2012, even about one year after the due date of January 31, 2013.

Despite repeated notices by the Department of Personnel and Training (DoPT), a nodal ministry for service matters of IAS officers, to the state government and these officers, Punjab has the second highest number of defaulting IAS officers in the country, after Uttar Pradesh, who have not submitted their IPRs for the year 2012.

As per the fresh details accessed by the Hindustan Times, these officers include Sukhvinder Singh, Gurdev Singh, Malwinder Singh Jaggi , Parminder Singh Gill, Manpreet Singh , Jaskiran Singh, Dilraj Singh of the 2006 batch and Manjit Singh Brar, Kanwal Preet Brar, Tejinder Pal Singh Dhaliwal, Devinder Pal Singh Kharbanda and Bhupinder Singh-II of the 2007 batch officers of Punjab cadre.

In a letter issued individually to serving IAS officers of Punjab, the union ministry of personnel and training has taken a serious note of this lapse on their part asking them as to why they have not submitted their property details.

Interestingly, the name of the defaulting IAS officers are also displayed at the website of the ministry.
The sources said that the IAS officers are duty bound to disclose their property soon after taking over the important assignments.

When contacted, a senior officer in the union ministry said the notification has already been issued to ensure that serving officers should disclose their properly details annually before the due date.

Moreover, the other babus of the state are also lagging behind in filing their property details for 2013. As only 23 days are left for the due date of filing property details for the last year, a total of 155 IAS officers, including chief secretary Rakesh Singh are yet to submit their IPRs.

When contacted a senior officer in the DoPT told HT, "In case of non-compliance of the earlier order the ministry is planning to take a serious action against the erring officers"

In 2012, taking a serious note of the inordinate delay by IAS officers in filing their IPRs, the Punjab government had warned 21 officers of a serious action in this regard.

But the repeated warnings by the Centre and state governments have failed to bring results as officers continue to be reluctant to follow the order.
