Despite warnings, several IAS officers fail to file property returns

Though the Centre has taken a serious note of IAS officers who have not submitted details of their property, several babus from Punjab are yet to file their immovable property returns (IPRs) for 2012, even about one year after the due date of January 31, 2013.

Despite repeated notices by the department of personnel and training (DoPT), a nodal ministry for service matters of IAS officers, to the state government and these officers, Punjab has the highest number of defaulting IAS officers in the country after Uttar Pradesh who have not submitted their IPRs for 2012.

As per details accessed by Hindustan Times, these Punjab-cadre officers include Sukhvinder Singh, Gurdev Singh, Malwinder Singh Jaggi, Parminder Singh Gill, Manpreet Singh, Jaskiran Singh and Dilraj Singh of the 2006 batch and Manjit Singh Brar, Kanwal Preet Brar, Tejinder Pal Singh Dhaliwal, Devinder Pal Singh Kharbanda and Bhupinder Singh-II of the 2007 batch.

In a letter issued individually to serving IAS officers, the union ministry has taken a serious note of this lapse, asking them why they have not submitted their property details.

Names of the defaulting IAS officers are also displayed on the ministry website.

Sources said IAS officers were duty-bound to disclose their property details soon after taking over important assignments.

When contacted, a senior officer in the union ministry said the notification had already been issued to ensure that serving officers should disclose their properly details annually before the due date.

Other babus of the state are also lagging behind in filing property details for 2013. As only 23 days are left for the due date of filing property details for last year, a total of 155 IAS officers are yet to submit their IPRs.

When contacted, a senior officer in the DoPT told HT, "In case of non-compliance of the earlier order, the ministry is also planning to take serious action against the erring officers."

In 2012, in view of the inordinate delay by IAS officers in filing their IPRs, the Punjab government had warned 21 officers of serious action in this regard. But repeated warnings by the Centre and the state government have failed to bring results.
