'Only gazetted officers will probe into grievances of NRIs'

Cases concerning non-resident Indians (NRIs) will be probed only by gazetted officers. The decision was taken by the Punjab government, which brought about certain amendments in rules following recommendations of the NRI commission.

The decision was taken by the Punjab government, which brought about certain amendments in rules following recommendations of the NRI commission. However, many see this move as an effort by the state government to appease the NRIs.

The notification of amendments sent to Ludhiana last week and the police commissionerate immediately complied with it. This is not for the first time that the state government has been following NRI appeasement policy. Earlier too, it had established NRI police stations across the state and had asked NRIs to file their complaints directly at the NRI police stations, even though filing of complaints through fax or e-mail are already in place.

In addition, high-ranked police officers had also started video chatting with the NRIs to solve their grievances.

According to amendments, the officers above the rank of inspector will deal with complaints against NRIs. The police commissioner in police commissionerate and senior superintendent of police (SSP) in police district could form a team of at least two gazetted officers and one inspector of SHO-level officer.

Recent cases
Dowry harassment, cheating case registered against NRI
A dowry harassment and cheating case was registered against an NRI Sandeep Vij following his wife's complaint. An officer of the rank of assistant commissioner of police (ACP) inquired into the whole matter and then lodged an FIR on August 12 at the NRI police station.

Sub-inspector Rajesh Thakur, SHO at the NRI police station, confirmed the development, stating that any officer appointed at the NRI police station could investigate into the matter.

NRI charges brother with snatching, assault
An NRI settled in New York in the US, lodged a complaint against his brother and a woman for allegedly snatching Rs 25 lakh from him and for assaulting him at a NRI police station. The NRI police station initiated investigations following the complaint of victim Avtar Singh. The NRI also filed a complaint to DGP Sumedh Singh Saini. He said that he along with his brother Akhtiar Singh owned a plot in Atam Nagar in Ludhiana and sold it to Vikas Kumar, who handed them Rs 25.12 lakh at a farm house in Chhabra colony. He said that when he was about to leave the place after taking the money, the accused intercepted him and thrashed him and fled after snatching the cash from his hand.

Sub-inspector Rajesh Thakur at the NRI police station said that the investigations are on and that he would take appropriate action.

Witness rues threatening calls
President of Unique Human Rights and Care Organisation, Sukhwinder Singh Talwandi, who is one of the witness in the murder case of NRI Kulwant Singh alleged that the accused NRI Jaswant Singh was threatening him through his sources for not pursuing the case as witness. He also alleged that the officials at Dehlon police station did not record his statement. Talwandi said, he has been receiving threatening calls from England on his mobile phone number.

Kulwant Singh was found dead in his house on May 30 this year. The police station Dehlon had arrested Jaswant Singh, a millionaire, cracking the murder case.

Talwandi said he made several complaints with police officials in this context but to no avail. He said he would go to the court if police failed to do justice with him.
