Satish Mahana, who recently took over as the speaker of the 403 member Uttar Pradesh assembly, country's biggest, is the first speaker, to have been a lawmaker since 1991. And, within days of taking over, he has started making a difference. During the budget session of the assembly, lawmakers were wished on their birthdays inside the house with a thumping of desk – a first.
