CIA director William Burns made a big revelation on Putin's war strategy against Ukraine during the initial days of the invasion in 2022. Speaking alongside the UK's MI6 head Richard Moore for the first time, Burns claimed that "there was a genuine risk that Russia would use tactical nuclear weapons in the early months of the Ukraine war." He added that the sudden breakthrough of Russian troops in the north-east of Ukraine stoked fears that Putin would use the most extreme measures.
