The West's supply of weapons and promise to deliver modern tanks to Ukraine has irked Russia. Moscow has now ruled out peace talks with Ukraine or its western allies. Russian Deputy Foreign Minister Sergei Ryabkov said that it makes no sense for Russia to talk to Kyiv or its Western 'puppet masters'. Ryabkov said no one in the West has come up with any serious initiatives on resolving the Ukraine crisis.
