The leaders want the EU to review Israel's compliance with human rights obligations. The unprecedented appeal comes as Israel expands its operation in south Gaza's Rafah. Irish Prime Minister Leo Varadkar said that several EU states are also talking about a possible joint recognition of a Palestinian state.
